The Homeland War in Croatia has been a traumatic experience, not only in human terms. This Vukovar scene shows some emergency habitat aspects – the temporary parasite dwellings inserted into a (shaky) framework. None of the issues became relevant for the post-war officials. Our attempts remained unbuilt.
The clouds of war over Zagreb are nothing compared to the heavy weather that came afterwards. Planning and building policies are still completely neglected and show absence of common sense. Thus we have to adopt new independent operative modes.
The post-war situation is often described as „transitional“. A sinister label for a complete erosion of morality. Architecture offers a fine mapping of such tendencies.
